MET Package Upgrades

• Enable MET to be built and run on an IBM.
• Support use of environment variables to control which pieces of MET are built.

Addition of the ASCII2NC Tool

• Add a new tool for converting ASCII observations to NetCDF for input into Point-Stat.
• Additional ASCII observation formats to be supported in future releases.

Upgrades for the PB2NC Tool

• Add the ability to process multiple PREPBUFR file at one time.

Upgrades for the Point-Stat Tool

• Add the ability to dump out the matched pair data directly to ASCII and VSDB files.

Upgrades for the PCP-Combine Tool

• Add "-subtract" and "-add" command line options to compute differences of accumulation intervals rather than just sums.
• Add "-gc" command line option to allow the user to specify which grib code to use.

Upgrades for the Grid-Stat Tool

• Add a new output line type to store the Fractions Skill Score.
• Additional neighborhood verification methods to be added in future releases.

Upgrades for the VSDB-Analysis Tool

• Add support for performing bootstrap confidence intervals on a column of data.
• Add support for aggregating the matched pair data output from Point-Stat and recomputing statistics.
